Green economic transformation and the role of national policies to achieve sustainable growth, "Saudi Arabia and the United Arab Emirates: ambitious strategies and international experiences"

Abstract

          With the problems of environmental deteriorations, world environmental risks and depletion of oil resources which threaten the international economical growth and stability, world countries rush to search for environmental sustainable development solutions starting from international encouragement and interest in using clean energy, which is considered the basic power for development in the world in which the investment is one of the most effective variables in this sector, the variation in regulations and polices used by governments to support the renewable power and variation of its resources face many obstacles and challenges which mostly appear on putting frameworks and regulations that is still affected by fluctuations in energy markets in addition to other challenges as directing investment to this sector and its fund or in coordination between economy, energy and environment, or in absence of regulations and laws that facilitate and organize the direction of the sector and its investments.
          In study of the role of the most important polices, regulations and agreements headed by agreement of the international agency for renewable energy and its effect on the sector, so the research proposal was designed to study all aspects related to achievement of sustainable energy development as follows :
First chapter : Sustainable development, policies and regulations of the sector, international agency of the renewable energy.
First section : Sustainable development, the most important polices and regulations in the sector of renewable energy.
Second section : The international agency of renewable energy, its role and initiations.
Third section : Challenges and factors facing the sector of renewable energy.
Second chapter : Presenting polices and experiments of pioneer countries and some countries of Gulf Cooperation Council.
First section : Experiments of pioneer countries (Germany- America- China).
Second section : Study of the position of energy in Kingdom of Saudi Arabia, Arab United Emirates and future plans.
Third section : Role of national efforts of both countries according to international agreement of renewable energy.
          This research aims to find  a pioneer model to achieve reduction of rates of energy consumption, variation in resources of energy production, benefit from experiments of pioneer countries in the field to overcome the obstacles and execute the plans and projects to avoid the largest possible amount of risk trying to speed the process of transformation, achievement of environmental balance, desired sustainable development, and security safe energy for the future generations.
